Reserving Water Abstraction Rights

This response follows the Environment Agency’s proposal to introduce a system for reserving water abstraction rights. The Environment Agency is proposing to enable large schemes to ‘reserve’ water rights until they are in a position to complete an environmental assessment of their impact, which will then enable them to apply for a full abstraction licence, with confidence that the water will be available.
